LEHIGH COUNTY HOUSING AUTHORITY
CONDITIONS OF EMPLOYMENT FOR “LABORER” CLASSIFICATION

The following are the general conditions of employment required for the “Laborer” classification:
Employee’s assigned to the Laborer class must have a high school diploma or equivalent G.E.D, be able to read and write English and must have a valid driver’s license.

Employee’s assigned to the Laborer class are required to provide their own dependable transportation from their home to whatever job locations they are assigned to work each day and back to their home, 24 hours a day, 7 days a week.

Employee’s assigned to the Laborer class are required to be available to work during day time, evening and nighttime hours as their ‘routine’ schedules and ‘on-call’ schedules may require. In the interest of safety and for the convenience of Housing Authority residents.

Employee’s assigned to the Laborer class are also required to be available to work beyond their regularly scheduled shift at the discretion of the Maintenance Superintendent Employee’s assigned to the Laborer class are issued a company owned cell phone to be used in the commission of their work and are required to have that cell phone turned on 24 hours a day, 7 days a week.

Primary duties of Employee’s assigned to the Laborer class are Maintenance Repair Oriented in nature.

Employee’s assigned to the Laborer class are required to have a general knowledge of most building construction trades and practices. They must have good knowledge and hands-on experience in some of the building construction trades and/or building maintenance-repair work tasks, using a variety of materials, tools & equipment This includes the use of certain janitorial/custodial tools, equipment and related materials.

Employee’s assigned to the Laborer class must be physically capable of and comfortable with performing the following tasks: riding lawn mowing equipment, climbing a 10 foot high ladder, walking, occasional running, riding elevators, working in small or close areas such as underneath kitchen sinks, inside cabinets etc., lifting and carrying of materials, tools & equipment weighing up to 80 pounds, shoveling stone, sand, dirt & snow, scraping ice or flooring etc.

Secondary duties of employee’s assigned to the Laborer class are Janitorial/Custodial, in nature.

Employee’s assigned to the Laborer class are required to have a general knowledge of Janitorial/Custodial work. They must have hands-on experience in Janitorial/Custodial work using a variety of materials, tools & equipment
Employee’s assigned to the Laborer class may be required to successfully complete a medical evaluation ensuring they are physically capable to perform all the duties required by the Laborer position.

In order to sustain Permanent Full Time/At Will employment status, Employee’s assigned to the Laborer class are subject to a 6-month probationary period wherein they are required to prove the knowledge, experience, abilities and aptitude which the application and interview process establishes them as having.

JOB DESCRIPTION OF THE “LABORER” CLASSIFICATION

The following generally describes the duties in the job classification of Laborer
position’ for Lehigh County Housing Authority.

Primary duties of the Laborer position involve performing a variety of corrective and preventive maintenance work tasks alone and as part of the team you are assigned to without reserve, in and around Housing Authority owned or managed buildings and grounds. This work is performed in common areas of buildings, apartments, exterior of buildings & grounds. This work includes but is not limited to working on building utilities & related fixtures, fire emergency-safety systems and peripheral devices, safety and security equipment and hardware, grounds keeping, snow removal, trouble-shooting, minor and major repairs within most construction trade categories such as plumbing, heating, ventilation, air conditioning, flooring, electrical, carpentry, painting, roofing, waterproofing, masonry, concrete, landscaping and paving.

Secondary duties of the Laborer position involve performing a variety of janitorial/custodial tasks alone and as part of the team you are assigned to without reserve, in and around Housing Authority owned or managed buildings and grounds. These duties include sweeping, stripping, vacuuming and mopping, waxing and burnishing of vinyl compound tile; cleaning of ceramic, hardwood, & laminate floors; vacuuming and shampoo-extraction of all types of carpeting; sweeping & washing sidewalks driveways and parking lots; cleaning of walls, ceilings, windows, doors & hardware, bathroom fixtures & hardware such as toilets, bathtubs, shower enclosures, vanities, mirrors, faucets and kitchen fixtures & hardware, kitchen and household appliances such as, ranges, ovens, dishwashers, refrigerators, etc.; cleaning of trash compactors, trash receptacles; removal of debris from grounds. Organizing & maintaining all cleaning tools and equipment in good repair.

TOOLS AND EQUIPMENT USED
This work involves the use of a variety of tools of the trades, including, but not limited to: Hand tools such as hammers, screwdrivers, chisels, scrapers, spackling knives, trowels, crow bars, wire brushes, paint brushes, paint rollers, etc..

Hand-held electrical power tools such as saws, nail guns, grinders, heat guns, drills, screw guns, jack hammers etc..

Electrical-powered shop equipment such as table saws, band saws, mitre saws, etc...

High reach-equipment such as ladders, scaffolding, benches, block & tackle, pulleys etc.

Gasoline powered grounds maintenance equipment, such as mowers, string trimmers, hedge clippers, blowers, chain saws, lawn edger’s, yard vacuums, tillers, riding mowers and garden tractors, snow blowers, trucks with snow plowing blades, etc..

Misc. hand-held yard tools include shovels, rakes, hoes, forks, picks, axes, scrapers, pry bars, sledge hammers, post hole diggers, spreaders, etc..

Janitorial equipment such as, electric-powered buffing machines, burnishers, polishers, wet extractors-shampooers, and also, brooms, mops, applicators, squeegees.

MATERIALS, PARTS & SUPPLIES USED
This work involves the use of a variety of building and repair materials, including, but not limited to lumber, drywall, sheetrock, fastening hardware, door and window hardware, resilient flooring, carpeting, electrical switches, receptacles, lighting fixtures, plumbing fixtures, plumbing fittings, cabinetry, fire safety devices such as, smoke detectors, etc.

This work involves the use of a variety of repair and cleaning compounds and chemicals including, but not limited to, detergents, waxes, wax stripper, windex, toilet bowl cleaners, draino, disinfectants, air refresheners, air sanitizers, oven cleaners, glues, spackle, wood putty, paint stripper, epoxys, paint thinner, galvin-prep solution, oil based paint, latex paints, acrylic paints, urethanes, shellacs, etc.
